Bezel

The bezel is a rim with a recess in it to hold the glass of a watch or clock.

A clock bezel is typically made of metal, most commonly brass. Watch bezels are also typically made of metal, although it is not wholly uncommon to find watch bezels made of plastic or ceramic.
